it makes it so n00bs can make an entire website that's got all sorts of neat PHP scripts without even having to learn HTML.
In other words, it's the decadence of the internet.

Hmm, I don't think so at all really. With phpnuke you can make an entire site, and forums, without doing anything but typing. However, with phpBB most people still have an outside site around their forums. And even if they don't then in order to add any pages to phpBB they have to go in and edit a lot of code. It's not as if everything is directly available to them from the admin panel where they can just sit down and type up a few things to accomplish what they want.
Of course, you could just have a phpBB as your site, if all there was going to be to it was posting. But there's still quite a difference in my mind, between sitting down and writing an entire site, and sitting down and writing a post on a site.
